Why are maori disproportionately ‘impacted by police practices’ ie arrested and jailed.?
Most often the charge is ‘Failing to comply’.
This is a term with a myriad of interpretations.
Basically failing to comply can mean anything from refusing to look the officer in the eye, refusing to give your name, refusing to be photographed, refusing to give a blood sample, perhaps not addressing the officer as “Sir,” or “Ma’am” …there is a very wide interpretation.
From personal experience let me say that if you have recently suffered abuse by a figure of authority, an ex partner, a random bully, a relative or someone, anyone in a position to leverage power against you for whatever sick reason, it is going to affect interpersonal transactions subsequent to suffering this abuse.
It is a proven fact that there is a chain of abuse similar to a chain of command.
Being informed of the facts, and the current interpretation of highway law, is not only helpful but essential. ‘Refusing to comply’ basically means not understanding the reason for the request and not being able to act on that request out of confusion.
An unscrupulous officer will leverage this confusion in order to obtain a charge or a fine because they will be awarded points.
Last time I was pulled up by a police officer he warned me that getting out of my car, (I was scrabbling in the boot to look for my driver’s license) was unacceptable and would in future lead to a charge of failing to comply which is potentially be an imprisonable offence!
He explained that I could have been reaching for a weapon. I assured him that I did not carry a baseball bat or a wrench, let alone a Glock or an Ouzi, and produced my driver’s license.
From my point of view I was being a willing and helpful citizen by looking for my driver license and saving the officer time. This was not appreciated as such.
The officer kindly awarded me a huge fine apparently for going 10k/h over the speed limit in a town where the road signs are over thirty years old and barely legible, as well as displaying several differing values.
“I’m letting you off lightly,” he said. “Next time, stay in your car.”
So what has this to do with maori being disproportionately impacted by the plod? First of all, police officers are human, right? They will have preconceived ideas generated primarily by the mass formation of their peer group, which is a human thing.. Secondly, the education around how to survive a policing confrontation is severely limited and usually negatively biased. The number of teaching practitioners who can or will impart knowledge around the handling of a very stressful situation when confronted by several members of the constabulary veer towards the zero mark. Real life/real world education is an empirical thing. If I read the situation correctly no child of mine has come home from school and said, “today in our social science class we studied the requirements for a proper warrant of fitness.” or “at science week we looked at the impact of car crashes at ten different speeds on crash test dummies.” These real life scenarios are at best ignored, even denied with the self driving myth that the big computer in the sky is going to take care of you. Yeah, right.
The big computer in the sky is going to herd you into a police van and then harvest the energy of your extreme agitation.
Someone asked the question if AI’s are sentient are they happy? That is like asking “when did you stop beating your wife?” A pretty old non-joke I never understood until I became a cynic. Looking for information yesterday I discovered that ninety percent of what I wanted to know was paywalled. So unless I was a full time geek with several credit card numbers to choose from and a VPN the quotables are just not available.
This makes me angry enough, an attitude which permeates my day and leaves me less than capable of performing the real life tasks I need to complete. Brushing my hair, cleaning the kitchen, ironing sheets etc.etc.
I am constantly amazed at the ability of people to stay on track throughout each day and remain human.
So why is it maori are disproportionately represented in the annals of police non-compliance? My first thought on reading those stats was that well, they may be the ones getting caught, even getting set up to get caught. There is a vast, uncontrolled, technological abyss (for want of a better word) enabling impersonators, plagiarisers, mirrors, echoes and thieves employing techniques for which we have no attributable language, let alone regulation, disguised as homonyms, acronyms, coded pet names or nicknames. ‘Chip’ ….now that’s a great example:
“Would you like a chip?” they might hand you a punnet of fresh fried potatoe slices, as out of politeness you accept and take one, only later to realise that you have been implanted with a tracking chip, just like your dog.
So why are maori getting caught? Their crimes of unrecognised rage make them visible, maybe, compared to the true, slick crimes of misrepresentation, leverage and usury. We now suffer a situation where the true, the honest and the genuine are exploited on almost every level by the manipulating, the sly, the impersonating and counterfeiting, the usurers and the disingenuously perverted. Predators justifying everything they lay their hands on as science or sport or worst of all, ’security’. As for copyright, the holes in that fatuous law are so big that whole cities could drive through it, forget about driving a truck or a bus. One small scrape with a modified alter-ego (another slimy* clever appropriation, naming a product as a well known but distinctly different thing - a deliberate misrepresentation ) fitted in a hat or a piece of jewellery for example, will lift a copy of your conscious and unconscious brain’s electrical field and register it’s contents maybe several years previous.
Blackwell 501- an implantable microprocessor. Several million reportedly went missing in the late C20. Small enough to fit in a handbag. The whole lot. A single chip powerful enough to capture a whole consciousness. Looking at the appalling suicide statistics here nz it’s quite possible they landed here. Couriered by an impersonator and distributed over a network of bogus health professionals who were then able to identify their victims quite unhindered and unobtrusively.
When you know someone/something is capturing and echoing your thoughts, your actions, your private living and survival mechanisms for profit and gain whilst you cannot explain or elucidate this is untenable..
If you consult a professional who is paid $150 an hour they will keep you on their gravy chain for as long as possible as well and no, they will not profess to understand. “I’m not a technician” their stock phrase. Just as a doctor will say “I am not an entomologist!” Squirming in disgust at the thought of a parasitic occlusion.
